What is the event about?
Following the results of the Ukraine Green Recovery Conference (Vilnius, 28 November-1 December 2023), the current event aims to highlight and promote resilience and green growth in Ukrainian enterprises by showcasing the benefits of applying circular economy (CE) principles and practices, focusing on resource efficient and cleaner production (RECP) in particular. Additionally, the event will provide an opportunity to discuss and share experiences and practices on greening small and medium sized enterprises (SMEs) in Ukraine. The event will cover the main features that enable implementation of CE in Ukraine – policy support, national knowledge development and CE practice. The main areas of focus will be:
- Presentation of the current progress in the transition to CE in Ukraine and available support tools, including policy instruments;
- Discussion on the way forward in implementing CE in Ukraine through coordinated efforts of different stakeholders;
- Demonstration of the CE activities at the level of the national companies;
- Promotion of development of national CE knowledge.
The expected outcomes of the conference are a better understanding of CE, its benefits and features by stakeholders; consolidation of efforts to implement CE at the national level in the coming years; and provision of clear landmarks for national stakeholders for CE implementation and green recovery. Key objectives also include identifying best practices, fostering cooperation, showcasing solutions and finding pathways to develop CE in Ukraine. Ultimately, the conference aims to contribute to green recovery of Ukraine.
A green recovery is about remedying the damage from Russia's war against Ukraine and setting Ukraine on a new path of environmental and social sustainability. The European Union supports both the ongoing efforts to record the environmental damage and put in motion the green recovery. At the same time, the EU is helping Ukraine align its laws with the EU legislation and build administrative structures to enforce and implement this regulatory framework. It is also building coalitions, closely interacting with international partners. The proposed €50 billion Ukraine Facility (2024-2027) aims to help rebuild Ukraine's infrastructure while ensuring that environmental sustainability is considered in future investments. In late November, the European Commission hosted a four-day conference in Vilnius on the Green Recovery in Ukraine. It took stock of the challenges ahead and discussed the strategies and concrete solutions underpinning a green recovery.
Participants
The current event is open to all stakeholders interested in and working on issues related to green economy, circular economy, resource efficient and cleaner production, waste management and environmental protection.
The target audience for this event consists of representatives from national and international organizations, industrial enterprises, central and local authorities, business associations, and NGOs. These include sector or product experts, sustainability professionals, researchers, policymakers and other stakeholders from Ukraine and abroad.
The conference is organized by the EU4Environment programme, with UNIDO in the lead and in collaboration with the RECP Centre in Ukraine.
Practical Information
The Conference “Circular Economy for Green Recovery of Ukraine” will take place on 19 December 2023 (14:00-17:30 (EET)) within the EU-funded EU4Environment Result 2 activities on “Circular Economy and New Growth Opportunities”. It will be delivered in hybrid format, limited in-person (venue (TBC)) and Zoom platform. Simultaneous interpretation (Ukrainian-English and vice versa) will be provided.

Background
The Business Segment day “Circular Economy to build back better” of the Ukraine Green Recovery Conference in particular was focused on circular economy. It brought together businesses, technical specialists, as well as NGOs and government to discuss specific challenges and industrial solutions available on the market. Decoupling global economic growth from natural resource use and decreasing environmental degradation is confirmed to be routed in a more resource efficient and circular economy.
A Circular Economy (CE) is where products, parts and materials are circled back into the industrial system, creating additional value and less waste. In a Circular Economy value is maintained for as long as possible, products are designed to last, waste and pollution are minimized, and renewable energy is used as much as possible. The CE is now a transformation in progress in many countries around the world. Such transformation depends on forming new synergies, between many sectors of business, and many material streams, in many locations.
Resource Efficient and Cleaner Production (RECP) is an umbrella term used for the application of preventative environmental strategies to processes, goods, and services to improve the industrial sector’s efficiency and lower risks to people and the environment. UNIDO developed the RECP methodology to assist enterprises in identifying, evaluating, and reducing their resource usage while eradicating losses, increasing resilience, and enhancing productivity and competitiveness.
In Ukraine, the RECP Centre is the national partner of UNIDO in implementing Result 2 activities on “Circular Economy and New Growth Opportunities” within the “EU4Environment” Action.
